About this opportunity

The Environmental Protection Agency Cincinnati Procurement Operations Division has issued a Special Notice announcing its intent to award a sole source contract to Oculus, Inc. for architecture and engineering construction phase services related to a roof replacement project at the Ann Arbor National Vehicle Fuel and Emissions Laboratory in Michigan. This is a mandatory 15-day notification issued under FAR Part 5.203 for a firm fixed price contract covering roof replacement across 13 sections totaling 136,352 square feet. The 12-month contract will be awarded under NAICS code 236220 for Commercial and Institutional Building Construction. The agency is utilizing the sole source justification under FAR 6.302-1, citing that Oculus is the only responsible source capable of meeting the requirements.

The purpose of this sole source approach is to maintain continuity of services, as Oculus previously held the expired IDIQ contract for architecture and engineering support services for this same Ann Arbor roof project, making them uniquely positioned to complete the construction phase work. The EPA's previous Regions 5-10 Architect and Engineering IDIQ contracts expired in September 2024, but services remain necessary for project completion. Interested parties may express their interest and capability by submitting responses via email to ingram.mark@epa.gov by 12:00 PM EST on August 19, 2025, though this notice explicitly states it is not a request for competitive proposals. Any responses must demonstrate clear and convincing evidence that the company can provide equivalent services by the required timeline, though the government retains sole discretion in determining whether to proceed with competition. The notice emphasizes that the government's decision to proceed on a non-competitive basis remains entirely at the agency's discretion.

Notice text

This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the U.S. Environmental Protection Agency intent to negotiate/award a Firm Fixed Price sole source contract to Oculus, Inc,, located at 1 S. Memorial Drive, Suite 1500, St. Louis, Missouri, 63102-2453 for the purpose of providing follow-on services for the A&E support services for the roof replacement project located at the U.S. EPA Ann Arbor National Vehicle Fuel and Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, MI 48105. The scope of work includes project descriptions, including roof sections A, B, C, D, E, F, G, N, Q, R, S, T, and U for a total of 136,352 SF of roof replacement. The contract will be a 12-month contract
The Government intends to negotiate solely with Oculus, per FAR 6.302-1, as the agency’s need for the services must be issued on a sole-source basis because there is only one responsible source, and no other supplies or services will satisfy agency requirements. Oculus is the previous expired IDIQ contract holder providing A&E support services for the Ann Arbor roof project. Since Oculus has provided the A&E services, it is of the government's best interest to have them complete the Construction Phase Services. The EPA Regions 5-10 Architect and Engineering IDIQ contracts expired in September 2024, but services are still required.
The NAICS code for this acquisition is 236220 - Commercial and Institutional Building Construction, and the PSC is Z2QA – Repair or Alteration of restoration of real property. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested persons may identify their interest and capability to respond to the requirement by 12:00 pm est on August 19, 2025 via email to ingram.mark@epa.gov. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
