About this opportunity

The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), through its Marketing and Regulatory Programs Business Services (MRPBS) division, has issued a Special Notice regarding its intent to award a sole source contract for live animals needed for Foreign Animal Disease Diagnostician training. The procurement is set aside for small businesses and involves acquiring two bovine, eight sheep, four goats, and fourteen swine that must meet stringent weight, health, vaccine, and quality requirements. The agency intends to award this Firm-Fixed-Price contract to Thomas D. Morris, Inc., located in Reisterstown, Maryland, under the authority permitting other than full and open competition. The contract falls under NAICS code 112210 (Hog and Pig Farming) with a small business size standard of $4,000,000. This notice was posted on July 24, 2025, and explicitly states it is not a request for quotes or proposals.

The primary purpose of this Special Notice is to provide transparency regarding USDA's intent to sole source this procurement while allowing other responsible sources to demonstrate their capabilities if they believe they can meet the specialized requirements. The agency has established a response deadline of July 29, 2025, for any interested parties to submit information via email to the designated contracting officer. The sole source justification is based on Thomas D. Morris, Inc.'s status as the only authorized USDA Class B vendor capable of supplying live animals for training purposes without issues related to transportation, disease transmission, or delivery quality. All responses must be detailed, current, accurate, and complete, as the government will use this information solely to determine whether to conduct a competitive procurement instead of the planned sole source award. The agency retains full discretion in deciding whether to proceed with the sole source contract or initiate a competitive process based on the responses received.
