The notice announces an intended Firm-Fixed-Price (FFP) contract with Thomas D. Morris, Inc., located in Reisterstown, Maryland. The procurement specifically requires two bovine, eight sheep, four goats, and fourteen swine, all of which must meet stringent weight, health, vaccine, and quality requirements. The contract will be awarded under the North American Industry Classification Code (NAICS) 112210 for Hog and Pig Farming, with a small business size standard of $4,000,000. The procurement will be conducted under the statutory authority permitting Other than Full and Open Competition, specifically FAR 13.106-1(b).
The primary objective of this Special Notice is to support the National Veterinary Services Laboratories at the Plum Island Animal Disease Center in obtaining specialized live animals for training purposes. Contractors interested in responding must email their detailed, current, and accurate information to Stephen.Tees@usda.gov no later than May 23, 2025. While this is not a competitive request for quotes, all responsible sources may submit a response for the government's consideration. Eligibility is limited to small businesses, with Thomas D. Morris, Inc. identified as the sole authorized USDA Class B vendor animal supplier capable of meeting the specific requirements. The government retains full discretion in determining whether to compete the proposed contract, and telephonic inquiries will not be accepted. Market research has been conducted in accordance with FAR Part 10, and the notice emphasizes that any submitted information will be evaluated solely to determine potential for competitive procurement.

Update #2 · Latest ·
Special Notice (Updated) - The critical part of the FADD training is the inoculation and study of disease progression in different animal species; the training requires procurement of the animals to be delivered at Plum Island on June 5. This allows time for acclimation and inoculation of the animals before the training starts on June 23. Meeting this deadline is critical, thus it is necessary to shorten the response date of this notice to meet the June 5 deadline.
