About this opportunity
The Department of the Army National Guard Readiness Center has published a Special Notice announcing its intent to enter into a sole source contract with the National Academy of Sciences (Federal Facilities Council) for an annual membership. This notice, posted on July 28, 2025, with a due date of August 12, 2025, is issued in accordance with FAR 5.201 to inform the contracting community of the proposed single source procurement. The contract will be valued under the $250,000 simplified acquisition threshold and will be executed under the authority of FAR 13.106-1(b), which permits solicitation from one source when only one source is reasonably available to satisfy agency requirements. The membership will support the Air National Guard's facility management operations at Andrews Air Force Base in Maryland.
The purpose of this membership is to provide the Air National Guard with access to high-quality peer-reviewed studies and reports addressing common facility management challenges faced by federal agencies, including asset management, sustainable development, and adaptive reuse practices. The membership also includes participation in workshops, conferences, and symposiums designed to facilitate the exchange of ideas and best practices among peer members and researchers. While responsible sources may submit capability statements for consideration, this notice explicitly states that no proposals are being requested or accepted, and no contract will be awarded based solely on this synopsis. Market research has confirmed that the Federal Facilities Council is uniquely positioned to provide specialized engineering and facility management insights with no comparable alternative sources available. The 12-month membership term will provide the ANG with access to a comprehensive library of targeted lessons learned and relevant research specifically tailored to federal facility management needs.
