About this opportunity
The U.S. Navy's Naval Sea Systems Command (NAVSEA) is conducting a Sources Sought notice for the AN/BQS-25 Lightweight Low Cost Conformal Array (LwLCCA), a passive planar array designed for submarine situational awareness and collision avoidance. The procurement seeks to identify businesses capable of fabricating, assembling, testing, and delivering multiple LwLCCA units that will integrate with the AN/BQQ-10 acoustic system. Interested companies must submit capability statements by March 27, 2025, at 11:59 EDT, demonstrating technical proficiency, production capabilities, and relevant experience. The evaluation will assess corporate descriptions, past performance, technical capabilities, and facility resources. Respondents must provide detailed information including company background, point of contact, CAGE Code, facility clearance levels, and a specific example of similar technical work completed within the past three years.
The Sources Sought notice indicates no specific set-aside designation for small businesses, though the Navy will review responses to determine small business participation potential. While the notice does not specify a precise contract value or quantity of LwLCCA units to be procured, it outlines rigorous technical requirements documented in a draft Performance Specification (P-Spec) that will be made available upon request through a signed Terms of Use Agreement. Companies must demonstrate capability to meet complex technical specifications, including fabrication, testing, and logistics support services for the submarine acoustic system. Interested contractors must have appropriate security clearances and be able to handle Controlled Unclassified Information (CUI), with dissemination strictly limited to Department of Defense and DOD contractors. The government emphasizes that this notice is for informational and planning purposes only and does not guarantee future solicitation or contract award.
