The Naval Air Systems Command has a requirement to procure 168 ECP 6279 retrofit kits for the AN/APG-79 Active Electronically Scanned Array (AESA) RADAR for the F/A-18E/F and EA-18G aircraft. These kits are required to bring the first 168 RADARs up to the current approved baseline and to ensure that a single configuration of APG-79s will exist in the Fleet, allowing for a more streamlined and cost-effective repair/supply chain. The AESA manufacturer is the Raytheon Company, El Segundo, CA. The Navy intends to negotiate the retrofit as a delivery order off of a Basic Ordering Agreement (BOA) already established with Raytheon. Award of the original BOA was made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon is the original designer, developer, and manufacturer of the AESA RADAR for the F/A-18E/F and EA-18G aircraft. As such Raytheon is the only company with the unique knowledge, expertise, special skills, facilities, manufacturing techniques, and technical data required to complete this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. For small business or subcontracting opportunities, contact Raytheon at (310) 334-2990. Any questions regarding this synopsis should be sent via e-mail to lisa.m.maples@navy.mil by close of business 13 November 2009. See Number Note 22.
