About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure repair and modification services for an analyzer assembly under NSN 7H-6665-012673392. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, as they do not own the data rights necessary to competitively procure this specialized hazard-detecting instrument repair. The government has determined it would be uneconomical to purchase the data rights or reverse engineer the part, necessitating a sole source approach. While this is not a competitive solicitation, all responsible sources may submit proposals, quotations, or capability statements within 45 days of publication (or 30 days if award is under an existing Basic Ordering Agreement) for the government's consideration. The government retains sole discretion in determining whether to proceed with competitive procurement based on responses received, and any information submitted will be used primarily to assess the feasibility of competitive procurement.

This procurement does not utilize any set-aside designations, making it available to all qualified contractors regardless of socioeconomic status. The requirement calls for delivery of 7 each (EA) analyzer assemblies on an FOB origin basis, with delivery scheduled for August 18, 2025. The technical data package is identified as version 001, suggesting this is a current or recently updated specification. No incumbent contractor or current service provider is specifically mentioned in the notice, nor are any budget ranges or estimated contract values disclosed. The extended timeline from the March 22, 2025 posting date to the August delivery date provides approximately five months for potential contractors to respond and for the government to evaluate submissions and make procurement decisions.
