About this opportunity
NASA/NSSC issued a sole-source justification notice on October 7, 2026, for Analysis of CRM-HL Force and Surface Pressure Data, with a capability-statement submission deadline of October 12, 2026, at 8:00 a.m. Central Time. The notice is not a competitive solicitation; NASA/NSSC intends to award a non-commercial contract to University of California, Davis under FAR 12.102(a) authority, though the Government reserves discretion to compete the effort if responses warrant it.
The one-year Statement of Work (September 1, 2026–August 31, 2027) requires two primary technical tasks: implementing Transonic Wall Interference Corrections on Common Research Model wind-tunnel data acquired at the National Transonic Facility, including blockage and incidence corrections across solid and slotted wall configurations, and conducting attachment-line flow transition and relaminarization analysis using CRM surface-pressure distributions to assess laminar versus turbulent states at high-lift conditions. All work is performed at UC Davis.
Interested organizations must submit capability statements only—price quotes will not be reviewed—referencing the notice ID. Oral communications are not acceptable. The procurement uses NAICS 611310 (Colleges, Universities, and Professional Schools) and PSC AJ11 (General Science and Technology R&D Services). NASA FAR Supplement Clause 1852.215-84 (Ombudsman) applies.
