About this opportunity
The Department of the Navy's Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking a single award, cost-plus fixed fee (CPFF) indefinite delivery, indefinite quantity (IDIQ) contract for medical modeling and simulation research planning tools. The contract will support the Naval Health Research Center's Medical Modeling and Simulation Department, focusing on sustaining and enhancing software programs like the Medical Planner's Toolkit (MPTk) and Joint Medical Planning Tool (JMPT). These tools help DoD medical planners estimate medical resource requirements and develop operational risk assessments using data from the Expeditionary Medical Encounter Database and Expeditionary Medical Knowledge Warehouse. The primary objective is to assist military medical planners and logisticians in assessing medical support capabilities across the Range of Military Operations. The pre-solicitation notice was posted on November 5, 2024, with responses due by February 21, 2025, under FAR Part 15 Contracting by Negotiation.
The contract is not set aside for any specific business category and will be competed under the NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences. The current contract (N6264520D5008) is being performed by Teledyne Brown Engineering, Inc., who may be a potential incumbent. The contract will have a single 60-month base period with no additional option periods, allowing for both cost-plus fixed fee and firm fixed price task orders. While specific award values are not disclosed, the contract will support continued research, enhancement, and analysis of medical planning tools critical to military medical resource planning. The procurement will be executed through the AN42 Product Service Code for Health R&D Services and Applied Research, targeting organizations with expertise in medical modeling, simulation, and operational planning technologies.
