About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 5, War Related Illness and Injury Study Center awarded a contract modification to The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. on April 28, 2026, under a sole source justification to add one Epidemiologist position to lead operations of the Veteran Military Occupational & Environmental Exposure Assessment Tool (VMOAT). The modification increases the contract value by $1,531,510.32 across Option Year 1 through Option Year 4, with annual costs ranging from $360,894.24 to $405,443.28, and carries a period of performance extending from April 30, 2026, through March 29, 2030. The Epidemiologist will provide epidemiological oversight of survey instrument design, exposure data governance, quality assurance, and regulatory coordination while establishing rapid response operational infrastructure in support of the Sergeant First Class Heath Robinson PACT Act and the newly designated Complex Exposure Threats Center of Excellence. Market research conducted via SAM.gov resulted in zero qualified responses, and the Henry M. Jackson Foundation was determined to be the only responsible source capable of fulfilling the agency's statutory requirements and ensuring continuity of the VMOAT program.
