About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting market research through a sources-sought notice to identify vendors capable of providing research services for a neural stem cell safety study, with capability responses due August 3, 2026. This is market research only; the Government will not compensate respondents.

The San Diego VA Medical Center Research Service seeks an in vivo GLP-compliant study evaluating safety of neural stem cells grafted into rats with spinal cord injuries. The vendor must conduct the entire study in full compliance with FDA 21 CFR Part 58, including master study protocol development, animal procurement, surgical and post-surgical support, animal perfusion at 1, 3, and 9-month post-graft timepoints, clinical pathology testing, and final FDA-compliant study report generation.

Performance takes place in San Diego, California. The contractor must operate AAALAC-accredited vivarium facilities capable of housing immunocompromised rodents for nine months and must be located in driving distance to the San Diego VA to enable hand-delivery of stem cells and maintain cell viability. Facility proximity must also accommodate personnel with mobility constraints.

Key qualifications include demonstrated GLP compliance, experience with cell and gene therapy toxicology, central nervous system delivery models, biosafety level 2 practices, and relevant past performance. The period of performance is one year. Vendors should submit concise capability statements addressing each task and conformance standard to Contracting Officer Ann Marie Stewart at annmarie.stewart@va.gov. The NAICS code is 541380 (Testing Laboratories and Services); PSC is AN41.
