About this opportunity
This Special Notice from the Department of Veterans Affairs announces a sole source procurement for evaluation services related to treatment of spinal cord injury-induced neuropathic pain. The Veterans Health Administration intends to negotiate a contract with the University of Miami to continue evaluation of 6SHG/EM1 therapy, building upon prior related studies conducted by Dr. Floyd.
The objective is to continue development of 6SHG/EM1 as a potential treatment without compromising study results by using a different institution. Interested parties must submit capability statements by March 28th if they believe they can meet requirements, though sole source award to the University of Miami remains at the agency's discretion given the need to maintain data consistency with previous research. Any responsible source may participate by the deadline, but the follow-on nature of the work and desire to avoid conflicting with prior results makes the University of Miami the only eligible source at this time.
Notice text
The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Miami.
The requirement is for the procurement of a service agreement for the evaluation of 6SHG/EM1 as a treatment for spinal cord injury-induced neuropathic pain.
This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that the University of Miami is the only contractor that can provide the required services without jeopardizing the results of the study.
This study is a continuation of Dr. Floyd s previously conducted studies that were accomplished with the University of Miami. Completing the rest of the study with another institution would render the data incohesive and result in inconclusive data that would not accomplish the goals of the study to develop a treatment for neuropathic pain.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contract Specialist no later than Monday, March 28th, 2022, (2:00 PM, EST). Interest/capability statements may be sent by email to Anthony LeAnder at Anthony.leander@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
