About this opportunity
VHA Regional Procurement Office East is conducting market research via Request for Information to support development of miniaturized CO2 sensor prototypes and novel physiologic gas monitoring capabilities, with responses due May 26, 2026 at 10:00 AM Eastern Time. No set-aside applies. This RFI is for information and planning purposes only and does not constitute a commitment by the Government or obligation to pay for information submitted.
The underlying R&D effort addresses a technology gap in noninvasive respiratory monitoring by developing sensors capable of detecting sleep-related hypoventilation and respiratory depression in home and portable settings. Current CO2 monitoring methods are constrained by indirect measurements, calibration requirements, and response lags; pulse oximetry alone cannot reliably detect hypoventilation and exhibits accuracy disparities across skin pigmentation levels.
The anticipated contract type is Firm-Fixed-Price R&D services with a twelve-month base period estimated September 25, 2026 through September 24, 2027. The contractor must execute two primary deliverables: design and experimentally evaluate novel noninvasive CO2 sensing approaches such as spectroscopic sensing targeting hemoglobin-bound CO2 or carbamate features and lock-in detection techniques; and investigate and evaluate approaches to improve oxygen saturation sensing accuracy across diverse skin pigmentation levels, including narrow-band optical sources, multi-wavelength sensing, and correction algorithms. Deliverables include a detailed project work plan, literature review, operational CO2 and oxygen testbeds with documentation, experimental protocol, experimental data packages, statistical analysis report, quarterly progress reports, and final technical report and briefing.
The contractor must demonstrate advanced technical capability in designing physiologic sensing systems, perform signal extraction and sensor characterization against clinical reference measurements, comply with VA research compliance requirements including IRB approvals if required, and manage patent disclosures related to VA Disclosure No. 2026-270.
NAICS 541715 applies with a small business size standard of 1,000 employees. PSC is AN12. Responses should be submitted via email to Contracting Officer Renee Kale (renee.kale@va.gov) and must include company name, SAM UEI number, address, point of contact information, demonstrated capability, and business type and socioeconomic status. No question-and-answer period will be conducted.
