About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has published a Special Notice announcing its intent to award a sole source contract for urine toxicology screening services. The contract will be awarded to Redwood Toxicology of Santa Rosa, California, without a competitive procurement process. This presolicitation notice serves as formal notification that no solicitation will be posted on SAM.gov due to the sole source nature of the procurement. The contract falls under NAICS code 621511 (Medical Laboratories) with a size standard of $41.5 million and uses Product Service Code AN11 for health research and development services. The notice was posted on September 2, 2025, with a response deadline of September 4, 2025.
The primary purpose of this contract is to support an ongoing Cooperative Studies Program research study that compares the effectiveness of two different formulations of buprenorphine (subcutaneous versus sublingual) in treating Veterans with moderate-to-severe opioid use disorder. The VA justifies the sole source approach under FAR 6.302.1-1, citing that changing testing laboratories during the study period would jeopardize critical data collection due to differences in machine calibrations, making Redwood Toxicology the only responsible source that can satisfy the agency's requirements. Under the contract, Redwood Toxicology will provide screening supplies to participating VA sites, perform urine toxicology screenings, and conduct confirmation testing when required. Interested parties may contact Contract Specialist Shannon Haberern via email for additional information about the procurement. The contracting officer retains sole discretion to determine whether to conduct a competitive procurement based on any responses received to this notice.

REDWOOD TOXICOLOGY
3650 WESTWIND BLVD
SANTA ROSA, CA 95403-1066
UEI: WEU1C4GSKD97
This is not a solicitation. The Department of Veterans Affairs intends to negotiate urine toxicology screening services for VA Boston Healthcare System, Cooperative Studies Program (CSP). The services support an ongoing research study to compare the effectiveness of two formulations of buprenorphine (subcutaneous vs. sublingual) in Veterans with moderate-to severe opioid use disorder. Changing testing laboratories during the study collection period jeopardizes the critical data points that are being collected due to differences in machine calibrations. A sole source contract will be negotiated with incumbent Redwood Toxicology, a large business.
The contractor will provide the required screening supplies to participating VA sites, perform urine toxicology screenings, and if required, confirmation testing. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov.
The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
