About this opportunity

The U.S. Coast Guard, through its C5ISC Operations Systems Center located in Kearneysville, West Virginia, is seeking a contractor to provide ship characteristic data, owner information, and pre-maiden voyage data to support the Automated Mutual Vessel Rescue (AMVER) system. This is an unrestricted commercial services solicitation (NAICS 518210) issued as Request for Quotation 70Z0G326QAMVER001, with responses due by 12:00 PM EST on February 18, 2026. Vendors must submit questions by 12:00 PM EST on February 12, 2026. The government will evaluate submissions based on technical acceptability and fair/reasonable pricing, awarding to the lowest-priced technically acceptable quote. Key contract requirements include biweekly data updates via secure FTP, provision of ten user licenses for Coast Guard personnel and five user licenses for the contractor's maritime data platform, compliance with FIPS 140-2 and AES-256 encryption standards, and adherence to DHS security and CUI protection requirements. Additionally, vendors must provide Section 508 Accessibility Conformance Reports and comply with geospatial data standards under the Geospatial Data Act of 2018.

This is an unrestricted solicitation with no set-aside designation. The resulting purchase order will be Firm-Fixed Price, with a base performance period from April 1, 2026 through March 31, 2027, followed by four optional one-year renewal periods extending through March 31, 2031, for a total potential contract duration of 60 months. The pricing matrix provided indicates placeholder zero-dollar values awaiting contractor submissions across the five contract line items. The government currently maintains approximately 204,000 unique vessels in the AMVER database, and vendors need not be original data sources and may aggregate third-party licensed data. No onsite personnel are required, and all work is data delivery only. Submissions must include two volumes: a one-page cover letter with vendor details and certifications plus an eight-page Proof of Technical Competence, and a separate volume with monthly pricing in MS-Excel format for each contract period, with the contract to be performed at the Coast Guard facility in Kearneysville, West Virginia.
