About this opportunity

The U.S. Geological Survey's Radiogenic Isotopes Laboratory in Reston, Virginia is seeking to procure 1013 Ohm Amplifiers for their TI-Box Mass Spectrometer system through a noncompetitive purchase order. The amplifiers are proprietary products manufactured by Spectromat Massenspektrometer GMBH of Bremen, Germany, and are essential for achieving high-precision isotopic ratio measurements critical to USGS research in geology, geochemistry, and materials science. The amplifiers must integrate precisely with existing calibrated U/V converters that transform electrical signals to optical signals for the proprietary data acquisition system. The procurement is justified as noncompetitive under FAR 13.106-l(b)(l) because only Spectromat amplifiers are compatible with the existing system's specialized housing and alignment requirements. While this notice is for informational purposes only and not a request for competitive quotations, responses may be submitted to dparkin@usgs.gov, with the opportunity posted on September 17, 2025, and closing on September 19, 2025.

This procurement does not utilize any set-aside designations and is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Spectromat Massenspektrometer GMBH appears to be the sole source supplier given the proprietary nature of the amplifiers and their exclusive compatibility with the existing TI-Box system infrastructure. The contract requires delivery to Reston, Virginia within 184 days from the date the contractor receives the purchase order, with no option periods included in the procurement structure. The amplifiers utilize 1013 Ohm resistors specifically designed to enhance sensitivity and signal-to-noise ratio, which is crucial for the system's ability to detect weaker signals reliably. The procurement falls under PSC category 5996 (Amplifiers) and includes the standard FAR clause 52.232-18 regarding availability of funds.

Notice text

The U.S. Geological Survey, Radiogenic Isotopes Laboratory in Reston, VA intends to award a noncompetitive purchase order to Spectromat Massenspektrometer GMBH (Spectromat) of Bremen, Germany for a 1013 Ohm Amplifiers to be delivered to Reston, VA within 184 days from the date the contractor receives the purchase order.

There are no option periods.

The 1013 Ohm Amplifiers proposed for the IT-Box Mass Spectrometer system at USGS are proprietary products of Spectromat Massenspektrometer GMBH. The amplifier housing in the existing TI-Box system is specifically designed to accommodate only Spectromat amplifiers, which rely on calibrated and aligned U/V converters. These converters transform the amplifier's electrical signals into optical signals for transmission to the TI-Box¿s proprietary data acquisition system. All components-amplifiers, U/V converters, data acquisition system, and software-must work in precise alignment to ensure proper calibration and functionality. The use of 1013 Ohm resistors in these amplifiers significantly enhances sensitivity and signal-to-noise ratio. While higher resistance increases noise, the gain in sensitivity is greater, allowing the system to detect weaker signals more reliably. This improvement is critical for achieving high-precision isotopic ratio measurements, which are essential in USGS research areas such as geology, geochemistry, and materials science.

In accordance with FAR 5.207, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-l(b)(l).
