About this opportunity
The United States Marine Corps is seeking a contractor to provide subject matter expertise and instructor services for the Naval Expeditionary Operations Planners (NEOP) Course through a solicitation focused on amphibious operations training. The contract requires an instructor with a minimum of 15 years of Surface Warfare or Marine Corps experience, including 4 years specifically in amphibious operations planning and training, and 3 years of instructor experience. Key contract objectives include updating and maintaining the NEOP curriculum, delivering classroom instruction for 8 annual course iterations (4 resident and 4 mobile), and supporting Course Curriculum Review Boards. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, evaluating both technical capability and price factors. Proposals are due by March 14, 2025, at 10:00 AM, with a planned contract period from March 17, 2025, to March 16, 2026.
The solicitation is designated as a 100% small business set-aside under NAICS code 611710 with a size standard of $24 million. The place of performance is Twentynine Palms Marine Corps Base in California. Mandatory qualifications include possession of a SECRET security clearance and completion of the USMC Curriculum Development course. The contractor may be required to travel up to 4 times per contract year for mobile training teams and conferences. While specific award value is not detailed, the contract encompasses comprehensive instructor services across multiple courses, including the primary NEOP course and secondary courses like the Amphibious Ready Group/Marine Expeditionary Unit Staff Planning Course. Deliverables will include course instructions, instructor evaluation forms, curriculum updates, and briefings, with performance measured through student feedback and government assessments.

Update #2 · Latest ·
NEOP is a 5-day course which is typically taught four times per year resident, and four times a year as a mobile training team/event, for a total of eight iterations a year. The Contractor shall update and maintain the NEOP curriculum to ensure currency with modern Training, Tactics and Procedures (TTPs) as well as instruct the course. This requirement is to provide amphibious operations subject matter expertise and instructor support primarily for the Naval Expeditionary Operations Planners Course (NEOP) and secondarily to other courses and events that share parts of the NEOP curriculum or might influence the NEOP curriculum. The NEOP course is an existing course which focuses on skills needed by Navy and Marine Corps staff officers to plan and execute amphibious and integrated naval operations. NEOP is team-taught; however, the Contractor is required to be well-versed and ready to instruct every course topic, requires Subject Matter Expertise in amphibious operations to provide instruction and conduct analysis of amphibious warfare-related documents to ensure the currency of curricula.
