Paragraph 1:

The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure 3,000 lbs of Ammonium Perchlorate on an other than full and open competitive basis. This requirement is sole sourced to American Pacific, located in Cedar City, UT, as they are the only vendor able to produce this item that meets the Navy's requirements. The agency will consider written responses from any firm that believes it can fulfill this requirement, which must be submitted within 5 days of the publication of this notice and include a capability statement detailing the firm's experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule.

Paragraph 2:

This procurement does not use any set-asides. American Pacific is currently the only manufacturer in the U.S. capable of meeting the Navy's requirements for Ammonium Perchlorate. The agency has not disclosed any award value or budget range for this procurement. Interested parties must be registered in the System for Award Management (SAM) database, and the government cannot award to an entity without an "Active" SAM registration.

1) Ammonium Perchlorate (Qty 3,000 lbs)

The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis this requirement. This requirement is sole sourced to American Pacific, 10622 West 6400 North, Cedar City, UT 84721 as they are the only vendor able to produce this requirement due to being the only manufacturer in the U.S. that meets our requirements. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to amy.s.lamberth.civ@us.navy.mil  no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893624Q0260 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.

All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.

 

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.  Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.  Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration.  It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.  More information can be found at www.gsa.gov/samupdate.
