About this opportunity
The U.S. Army Contracting Command New Jersey, on behalf of the Army Combat Capabilities Development Command - Armaments Center, is conducting market research to identify potential vendors for an Ammo-load Mark L Ammunition Loader. The procurement seeks one new ammunition loader capable of processing approximately 60 cartridges per minute for 7.62mm X 51mm NATO ammunition, with complex integrated functions including sizing, primer checking, powder dispensing, and bullet crimping. The loader must meet stringent technical specifications, including NEMA Class 2/Div 1 standards, full documentation requirements, and compliance with human factors engineering guidelines from MIL-STD-1472G. Interested vendors in the Small Arms Ammunition Manufacturing sector (NAICS 332992) are required to submit a comprehensive capabilities statement by June 30, 2025, to Dennis Peasley and Gloria Thoguluva. The market research is designed to assess vendor capabilities and potential competitive landscape for a future competitive solicitation.
The pre-solicitation notice does not indicate a specific set-aside designation, suggesting the opportunity will be open to all qualified vendors. The requested equipment must be new, produced in the USA, and include a minimum two-year warranty with certification from Underwriters Laboratories or another authorized safety certification agency. Key technical requirements include a pressurized electrical panel, PLC-controlled variable speed drive, multi-drop propellant dispensing with +/- 0.1 grain accuracy, and fiber optic sensors for monitoring component levels. The government anticipates a lead time of no more than 10 months from contract award for delivery of the single requested unit. While no specific award value is mentioned, the complexity of the ammunition loader and its specialized manufacturing requirements suggest a potentially significant contract value for the right vendor with appropriate technical capabilities.
