About this opportunity
NASA's Shared Services Center has published a Special Notice for the AML Technology Development Partner Bundle FY25, announcing its intent to award a sole source contract to TECHNOSOFT INC of Blue Ash, Ohio. The procurement involves acquiring AML (Applied Modeling Language) technology licenses for use at NASA Armstrong Flight Research Center, though the Statement of Work indicates the actual performance location is NASA Langley Research Center in Hampton, Virginia. NASA has determined that TECHNOSOFT INC is the sole provider capable of delivering this specific technology bundle under FAR 13.106-1(b)(1)(i) authority. The procurement falls under NAICS code 541511 for Custom Computer Programming Services and will be treated as a commercial item acquisition under FAR Parts 12 and 13. The contract will support NASA's multidisciplinary modeling, simulation, and system integration workflows with a 12-month performance period.
The primary purpose of this Special Notice is to provide interested organizations an opportunity to demonstrate their capabilities and qualifications to potentially make this procurement competitive rather than sole source. Organizations must submit written responses by 4:00 p.m. Central Standard Time on July 4, 2025, detailing their ability to provide the AML Technology Development Partner Bundle, which includes 4 Yearly AML Development Licenses and 10 Yearly AML Runtime Licenses. NASA will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis, though the final decision remains at the government's discretion. Oral communications are not acceptable, and all submissions must be in writing to the designated point of contact. The procurement represents a specialized software licensing requirement supporting NASA's advanced modeling and simulation capabilities across multiple research centers.
