About this opportunity

The United States Section of the International Boundary and Water Commission (USIBWC) is soliciting sealed bids for the permanent plugging of Penstock #4 at Amistad Reservoir to eliminate ongoing maintenance requirements for the penstock and irrigation gates. The primary objective is to complete a complex underground construction project located 190 feet below Amistad Dam's service deck, requiring specialized expertise in confined space management, water infiltration control, and heavy equipment operation. Key contract requirements include installation of a bulkhead, removal and storage of irrigation gates, unwatering and verification of the work area, installation and grouting of a concrete penstock plug, repair of the penstock invert slab, and removal of support equipment upon completion. Contractors must strictly adhere to facility working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, with no work permitted during Federal Holidays or outside these designated hours. The pre-solicitation notice was posted on April 22, 2026, with a sealed bid due date of May 13, 2026.

This opportunity carries no set-aside designation and is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Z2KA (Repair or Alteration of Dams). The notice does not disclose specific award values or budget ranges at this pre-solicitation stage. Critical numerical details include the bulkhead dimensions of approximately 14.3 feet wide by 24.6 feet tall, weighing 33,000 pounds (16.5 tons) with lifting beam, which must be transported via mobile crane and coordinated with the Amistad Field Office Area Operations Manager. Site access constraints are significant, as Texas Spur 349 bridge has an HS-20 inventory rating with a 70,000-pound load capacity limit on the embankment crest road, requiring careful planning for equipment movement and delivery logistics.

  • Workers must pass through the port of entry to access the worksite.  The port of entry is open from 10:00 a.m. to 6:00 p.m.  DHS may change these hours without notice.  If the Contractor requires to begin work prior to the port of entry opening or after closing, this must be coordinated with the Amistad Field Office Area Operations Manager.  Workers crossing through the port of entry need to have proper documentation for reentry to the United States.

Per FAR 36.204, the magnitude of the project is estimated between $1,000,000 and $5,000,000.

The work is located in Val Verde County, Texas.  A site visit date will be listed in the Solicitation.  The work will be performed under NAICS Code 237990.  The Contract will be firm-fixed price.
