About this opportunity

The National Science Foundation Division of Acquisition and Cooperative Support is conducting market research to identify vendors for continued maintenance and development of the National Secure Data Service (NSDS) demonstration project through August 2027, with responses due by 12:00 PM ET on June 18, 2026. No set-aside is anticipated. The NSDS demonstration period, mandated under the CHIPS and Science Act and aligned with the White House AI Action Plan, runs through August 2027; any break or transition gap between awards is identified as detrimental to statutory compliance and project success.

The eight NSDS components requiring uninterrupted support include a FedRAMP-moderate Secure Compute Environment serving approximately 30 users across six projects, an AI-based Data Navigator with chatbot and usage tracking functionality, an AI Data Harmonizer suite of five beta-version data processing tools, an AI Data Ready Toolkit for website AI-readiness assessment, an AI State Data Explorer for state government data access, Privacy-Enhancing Technologies including privacy-preserving record linkage and synthetic data generation, a Data Quality Scorecard tool aligned with Federal Committee on Statistical Methodology standards, and a Data Protection Toolkit with over 200 government-wide confidentiality and disclosure risk tools.

The NSF is encouraging responses from all qualified vendors—large firms, small businesses, joint ventures, and small businesses in all socioeconomic categories including 8(a), SDB, HUBZONE, Service-Disabled Veteran-Owned, and Women-Owned. NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences except Nanotechnology and Biotechnology) applies, with a small business size standard of 1,000 employees. Vendors should identify available contract vehicles such as Federal Supply Schedules, Blanket Purchase Agreements, or ID/IQ contracts. Responses not exceeding five pages must include company information with UEI Number, small business status, capability demonstration, and relevant references; no cost information or generic marketing materials will be reviewed.
