About this opportunity
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) has issued a Special Notice regarding the acquisition of multiple physical site licenses for American Society of Civil Engineers (ASCE) journal publications. The contracting vehicle will utilize Simplified Acquisition Procedures under FAR Part 13 and will be awarded on a sole source basis to ASCE, located in Reston, Virginia. ASCE has been identified as the exclusive provider of the complete collections of ASCE Journals Online (1983-present), ASCE Proceedings Online, ASCE E-books & Standards, Civil Engineering Magazine, and GeoStrata Magazine. The requirement falls under NAICS code 513120 (Periodical Publishers) with a size standard of 1000 employees. This Special Notice is not a competitive solicitation, and no formal Request for Proposal will be issued.
The objective of this Special Notice is to provide notice of the intended sole source award while allowing responsible sources an opportunity to submit capability statements, proposals, or quotations for government consideration. Interested vendors must submit information in sufficient detail demonstrating their ability to fulfill the requirement, including descriptions of past experience with the same or similar requirements and relevant references. All responses must be submitted in writing, as oral communications are not acceptable. The submission deadline is November 25, 2025. While responses will be evaluated to determine whether a full and open competitive procurement should be conducted instead, the government retains sole discretion in making this determination. Vendors should note that ASCE's proprietary control over these specific journal collections and comprehensive online archives significantly supports the sole source justification.
