About this opportunity
The Department of Agriculture Agricultural Research Service seeks a 12-month base plus four 12-month option period subscription to the American Society for Microbiology journals providing electronic internet access for all USDA users, with quotations due September 25, 2026 at 10:00 AM EDT. This is a Request for Quotation under FAR Part 12 for commercial items; no separate written solicitation will be issued. The procurement is unrestricted and not set-aside for small business, but the attached Justification and Authorization document reflects a sole-source award intent under FAR 6.103-1 (Only One Responsible Source) to the American Society for Microbiology, as that entity holds exclusive copyright and perpetual access rights to the 15 specified journals.
Place of performance is Calverton, Maryland. The requirement is unembargoed perpetual access to 15 journals including Antimicrobial Agents and Chemotherapy, Applied and Environmental Microbiology, Clinical and Vaccine Immunology, Journal of Bacteriology, Journal of Virology, mBio, and others. All USDA-authorized personnel must receive authenticated access with guaranteed perpetual access to content made available during the performance period. NAICS code is 513120 (Periodical Publishers); the small business size standard is 1,000 employees. Historical contract values for prior five-year periods ranged from $331,477.92 to $444,672.08. No incumbent contractor exists; the previous award (1232SA23C0005) was terminated for convenience. Interested parties must submit a capability statement (no more than three pages) including organization name, SAM.gov UEI, business size status, point of contact, and documentation of ability to provide unembargoed perpetual access for all 15 journals. Responses must be submitted via email to Shelley Steen; no telephonic inquiries are accepted.
