About this opportunity

The U.S. Department of Agriculture Rural Development intends to award a sole-source firm-fixed-price contract to renew electronic subscription access to American Phytopathological Society publications, with capability statements due July 31, 2026, at 10:00 AM EST.

USDA Rural Development justifies sole-source award under FAR 6.103-1 (only one responsible source) on the grounds that the American Phytopathological Society is the copyright holder of its proprietary content and the only vendor capable of guaranteeing unembargoed, perpetual electronic access to its publications. The contractor must provide IP authentication or mutually agreed authentication method for all USDA users and public on-site users, with publications accessible 24 hours per day. USDA users retain perpetual access rights to all content covered by NAL purchases.

Any interested source believing it can meet these requirements may submit a capability statement demonstrating ability to provide unembargoed and perpetual electronic access to American Phytopathological Society content. Responses should be directed to Jennifer Ford.

NAICS 513120 (Periodical Publishers); PSC 7630 (Newspapers and Periodicals).
