About this opportunity
The Naval Research Laboratory (NRL) Contracting Division, under the U.S. Department of Navy, has issued a Special Notice announcing its intent to enter into a sole source contract with the American Chemical Society (ACS) for an online library platform subscription. This procurement is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole source acquisitions when only one source can provide the required goods or services. The contract represents a renewal of the annual ACS Journal Subscription that provides access to copyrighted scientific and technical literature. The subscription will support the Ruth H. Hooker Research Library at NRL, which serves as the U.S. Navy's corporate laboratory in Washington, DC. The acquisition falls under the brand name requirement category due to ACS holding exclusive intellectual property rights to the content.
The primary objective of this Special Notice is to provide transparency regarding the government's intent to award a sole source contract while offering other potential contractors an opportunity to demonstrate their capabilities. Interested firms have until October 16, 2025, exactly 15 days from the publication date of October 2, 2025, to submit written notifications to the Contracting Officer if they believe they can meet the requirements. Any responses must include capability statements, proposals, quotations, or supporting evidence with sufficient detail to demonstrate compliance with the specifications. The subscription will provide essential research information to NRL scientists and engineers supporting their research and development missions through the library's Information Resources and Services Unit. While the government will consider any responses received, the final determination to compete the procurement remains entirely at the government's discretion, and no formal solicitation will be issued based on this notice alone.
