About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk seeks engineering inspection and certification services for four Training Support Vessels under the American Bureau of Shipping (ABS) inspection regime in support of Carrier Strike Group Four, with quotes due May 13. This is a firm fixed-price sole source award to ABS; the justification cites three vessels' continuous ABS certification since 2003–2015, with assigned surveyors intimately familiar with each vessel's specifications, and notes that shifting classification societies would introduce unacceptable risk of damage or injury to vessels and crews.

Place of performance is Virginia Beach, Virginia, with vessels homeported at JEB Little Creek. The contract term is twelve months from the designated start date. Work encompasses approximately eight 2-hour certification inspection visits per quarter per vessel, plus continuous maintenance availability oversight (weekly visits), dry dock attendance with final inspections, and responses to casualty reports. All contractor personnel must be fully qualified ABS-certified surveyors. The four vessels are TSV-1 PREVAIL, TSV-3 HUNTER, TSV-4 NARRAGANSETT, and TSV-5 VINDICATOR.

Deliverables include monthly certification status updates per vessel, monthly invoice logs with ceiling tracking, and ABS certifications. Contractor personnel must maintain required documentation for military base and pier access and shall not exceed the purchase order dollar value without contracting officer approval. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services; the PSC is H320, Inspection—Ship and Marine Equipment. Service Contract Act prevailing wage determinations apply, with rates ranging from $13.05 to $48.71 per hour across occupational classifications in Virginia and North Carolina counties.
