The notice, posted on June 11, 2025, pertains to professional organization memberships classified under NAICS code 813920 for Professional Organizations and PSC code U005 for Education/Training membership fees. FHWA is seeking to provide professional development opportunities for its technical staff through AASHTO membership benefits. The procurement is being conducted under federal acquisition regulation 13.106-1(b)(1)(i), which allows for single-source procurements under specific circumstances. AASHTO serves as a standards-setting body that publishes specifications, test protocols, and guidelines used in highway design and construction across the United States, while also representing air, rail, water, and public transportation sectors.

The primary objective of this procurement is to enhance professional support and growth for FHWA professionals by providing access to AASHTO's technical resources, online training courses, and professional development opportunities that emphasize technical excellence, integrity, and innovation. Interested parties have until June 23, 2025, at 2:00 PM Mountain Time to submit responses, though the notice explicitly states that FHWA does not intend to request competitive proposals at this time. Companies wishing to demonstrate their capabilities may submit descriptions of their firm's ability to satisfy the requirement, which will be used solely to determine whether a competitive procurement should be conducted. The AASHTO TC3 web-based online courses are specifically highlighted as providing critical knowledge and skills for FHWA federal technical staff. All inquiries regarding this Special Notice should be directed to Jerry Dans at jerry.danso@dot.gov, and any submissions received will only be considered for the purpose of evaluating whether competitive procurement procedures are warranted.
