About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood has issued a Special Notice for agricultural wash and agricultural sanitization services for the 1st Armored Brigade Combat Team (1ABCT). The notice seeks a contractor to provide comprehensive disinfection services for 56 pieces of military equipment scheduled for deployment to the European Command (EUCOM) in July 2025. The disinfection is mandated by current US-European Union agreements requiring agricultural sanitization using Virkon-S via wet-spray application before equipment can enter European ports. This requirement is specifically aimed at preventing agricultural contamination, such as African Swine Flu. The contract opportunity is set aside for small businesses and will be conducted at Fort Riley, Kansas.

The primary objective of this contract is to ensure thorough agricultural disinfection of military equipment prior to international deployment. Contractors must provide all necessary personnel, supervision, chemicals, equipment, fuel, and protective gear to complete the sanitization process, which involves spraying equipment with a 1% Virkon-S solution and maintaining a 10-minute wet contact time. The period of performance is December 17-18, 2024, with a specific requirement to establish six vehicle spraying lanes and one container spraying lane capable of processing at least 120 pieces of equipment per day. Eligible contractors must be small businesses and will need to submit a Request for Quotation (RFQ) directly to sheila.a.banks.civ@army.mil. Contractors must also comply with various requirements including providing containment berms, maintaining inspection logs, properly disposing of waste, and ensuring contractor personnel complete security training and background checks.

Notice text

**The purpose of this amendment is to clarify the title, remove the Clause Logic Service attachment due to clauses/provisions being updated on the solicitation, and remove the Vehicle List. The total amount of equipment pieces for agricultural wash and agricultural sanitization remains at 56 pieces of equipment.

1ABCT is scheduled to deploy to EUCOM in July 2025 via several Seaports of Debarkation (SPODs). There are 56 pieces of equipment belonging to 1ABCT that will be shipped to EUCOM which require sanitization prior to loading onto surface vessels in the US. Current agreements between the US Government and the European Union require all units entering EUCOM through European ports to conduct agricultural sanitization using the disinfectant Virkon-S via wet-spray application. 1ID Soldiers can be training to Ag Sanitize deploying equipment but units lack special environmental protection equipment (i.e. catchment basins for run-off and rinsate disposal containers) and available BMM to carry out large scale agricultural disinfection operations. The contractor shall provide all necessary personnel, supervision, chemicals, equipment, fuel, and protective gear for their employees and other items necessary to perform the disinfection of deploying military equipment. Equipment will be disinfected by spraying the equipment with Virkon-S, 1% solution and ensuring a 10-minute solution wet contact time. Period of Performance will be 17DEC-18 DEC 2024. Please send RFQ document to sheila.a.banks.civ@army.mil. Please see attached Performance Work Statement (PWS).
