AMENDMENT 0004
The purpose of this amendment 0004 to solicitation W25G1V-09-R-0021, is to add additional information to the specifications in solicitation, to answer offerors questions, and to extend the response date of the solicitation.
1) Reference solicitation paragraph 3.2.6. Transfer Pot:
ADD: The holes shall be pluggable to allow for them to be capped off for the use of various
molds (such that a single mold with one passage or multiple molds with multiple
passages can be processed).
Offerors question received with the Government Response:
Q1) Question: Paragraph 3.2.6 Transfer Pot: Do you have any information on the sprue
requirement for the transfer pot?
A1) Anwer: Reference solicitation paragraph 3.2.6. Transfer Pot: per this amendment
paragraph 1.
2) Reference Solicitation paragraph 9 Delivery:
Delete: Delivery of the transfer presses and accessories shall be within 80 days of contract
award.
ADD: All deliverables shall be FOB destination. Complete delivery of the six transfer presses
and accessories within 80 day of contract award will be accepted. Partial deliveries will
also be accepted with the following delivery schedule requirements:
Two machines delivered within 80 days of contract award, thereafter;
Two machines delivered within 100 days of contract award; And
Two machines delivered within 120 days of contract award.
Reference Solicitation paragraphs 10, 11, and 12. Installation, Acceptance Testing and Final acceptance.
Solicitation requirements for paragraphs 10, 11, 12 will apply to each delivery of equipment.
Reference Solicitation paragraph 8 Training:
ADD: in the case of partial deliveries, training will occur within 10 working days of the first two transfer presses being installed, set-up, and successful acceptance testing of the two presses.
3) Offeror questions received with the Government Responses:
Q1) Question: The list of push-buttons requests dual buttons to control doors for both the
transfer and the clamp. These doors are not further described. Assuming the
doors are physical safety guards? Should these guards enclose all three sides of
the openings? Should they be powered to open and close on their own separate
dedicated palm buttons? Is a third set of palms required to start the automatic
press motion sequence?
A1) Answer: Reference solicitation paragraph 3.3.1(g) and (h):
The doors being referred to are the actual platens and the transfer ram, they do not
refer to guards. The platens actually need to be open because the molds being
used will have cable harnesses protruding from the platen area. The dual buttons
are to prevent the operation of the clamp section and transfer section without both
hands being clear.
4) RESPONSE DATE IS CHANGED FROM 4:00 PM LOCAL JUNE 22, 2009 TO:
4:00 PM LOCAL JUNE 24, 2009.
All OTHER TERMS AND CONDITIONS REMAIN THE SAME.

1) Offeror's questions received with the Government Responses:
Q1) Question: Are there drawings or pictures of the equipment?
A1) Answer: There are no drawings or pictures of the equipment.
Q2) Question: Is there any cooling operation for the presses?
A2) Answer: There are no cooling requirements for the rubber molding process that will be
performed with the machines. The vendor is responsible to provide any cooling
requirements for machine operation.
Q3) Question: What is the targeted transfer press footprint?
A3) Answer: Reference solicitation paragraph 3.1.8. The transfer press shall not require a foot
print greater than 48 wide by 60 deep.
Q4) Question: What is the required press cycle time?
A4) Answer: Reference solicitation paragraph 3.2.3, the press cycle time is addressed in terms
of speed in Inches Per Minute (IPM).

A5) Answer: Reference solicitation paragraph 3.2.2, 17 stroke. Yes, all the 6 presses shall
be the same.
Q6) Question: What is the number of hydraulic power units required?
A6) Answer: Each press shall have the necessary hydraulic power unit or units to operate
Independently of each other. It is the vendors responsibility how to accomplish
this requirement.
Q7) Question: Must each unit be self contained with its own controls and hydraulic unit?
A7) Answer: Yes, each press shall be self contained and operate independently. Centralized
hydraulics and controls are not acceptable.
Q8) Question: What is the size, and number of T-slots per platen?

ADD: The presses will be used for molding cable connectors and cable/wiring harnesses,
which protrude from the mold, and cable is generally coiled near the base of the
machine. Vacuum capability is not a requirement for the presses. A transfer press
uses hydraulic pressure to hold a mold closed and then a secondary ram is used to
force neoprene rubber into the mold taking the shape of the mold cavity.
Offeror questions received with the Government Responses:
Q1) Is there more detail on the transfer operation?
A1) Reference solicitation paragraph 2. Application, per this amendment paragraph 2.
Q2) Is vacuum capability a feature to be considered?
