About this opportunity
The National Park Service Historic Preservation Training Center, acting on behalf of Fort Sumter and Fort Moultrie National Historical Park, issued a small-business set-aside amendment on August 7, 2026 for scaffolding design, erection, assembly, and installation at Fort Sumter, with proposals due August 19, 2026. The contractor must provide all labor, materials, and equipment to install OSHA-compliant, fully planked scaffolding approximately 100 linear feet long by 25 feet tall on the exterior right face wall, including guardrails and toe boards to support brick replacement and masonry repointing operations. Performance spans eight weeks total: five days for erection, six weeks of operational use, and five days for demobilization, with target award October 19, 2026. The site presents logistical constraints—uneven, marshy terrain subject to flooding up to two feet at high tide, with material transport limited to a park-provided 35-foot Munson aluminum boat with one-ton hauling capacity. The contract is Firm-Fixed-Price. NAICS 238990 (All Other Specialty Trade Contractors, $19 million size standard) applies. Solicitation will proceed as Full and Open Competition directly to three small businesses. Contact Rebecca Fentzke at rebecca_fentzke@ibc.doi.gov.
