About this opportunity

Air Mobility Command at Scott Air Force Base intends to procure a web-based special departure procedures (SDP) takeoff performance system providing one-engine-inoperative departure data and safe escape routings for eight military aircraft (C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3), with a sources sought response deadline of August 26, 2026 and anticipated award no later than March 14, 2027.

The procurement is open to all businesses; a small business set-aside is under consideration if a minimum of two qualified small businesses respond. The incumbent contractor is Jeppesen Sanderson, Inc. (large business), awarded under other than full and open competition under Contract FA445221C00028. Work is performed at the contractor's facility.

The contractor must design and deliver a web-based SDP system using each aircraft manufacturer's performance algorithm and real-time derived data. Core services include airport surveillance for up to 100 government-identified airfields, 24/7/365 recurring support with 2-hour response times, ad hoc SDP generation within 24 hours for urgent requests and two business days for routine requests, and secure web-portal delivery with backup fax and email capability. The contractor must maintain 95 percent on-time delivery and 95 percent accuracy (no more than three non-safety errors and zero safety-critical errors) and support multiple screen height and obstacle clearance policies per field type and nation accreditation status. Optional tasks include an on-board performance tool for electronic flight bags and initial SDP start-up services for new aircraft.

The anticipated contract is Firm Fixed Price. The contract period consists of a one-year base period with four 12-month option periods and a six-month extension. Estimated tail count spans 9 to 375 aircraft per type, totaling approximately 961 aircraft requiring SDP subscriptions. Anticipated award value is within the $25.5 million NAICS size standard for Engineering Services (541330). Responses must be submitted to marissa.markus@us.af.mil and alexis.strieker@us.af.mil and should identify available contract vehicles (ENCORE II, GSA, GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules, or other government vehicles) and proposed performance calculation methodology.

Notice text

The contractor shall provide all labor, management, analysis, planning programming, administration, training, review, transportation and incidentals necessary for one-engine inoperative departure data in order to maximize aircraft operational weights while providing safe escape routings for specified Mission Design Series (MDS) aircraft in accordance with (IAW) this Performance Work Statement (PWS).  SDP data shall be delivered to the Government via internet access, email or other avenues for direct-to-aircraft data delivery, for retrieval of data for a specified list of airports, runways, aircraft and engine type and takeoff flap settings in order to enhance the Air Force’s ability to safely and effectively conduct operations from these fields.

The contractor shall design and provide a web-based SDP takeoff performance system for the defined Mission Design Series (MDS) based on each aircraft manufacturer’s performance algorithm, as well as real time derived data to make takeoff calculations.  Aircraft requiring SDP subscriptions include C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3.  The government may add new or delete MDS aircraft, as necessary, to the contract list.

The requirement owner is AMC located at Scott AFB, however contractor work shall be performed at the Contractor's facility.
