About this opportunity

The U.S. Army Corps of Engineers Middle East District is conducting market research to identify sources capable of providing alternatives to HESCO barriers. This Request for Information (RFI) and Sources Sought Notice is issued for planning and information-gathering purposes only and does not constitute a formal solicitation for bids or proposals. The primary objective is to assess product availability and identify potential vendors who can supply alternatives to existing HESCO barrier systems. This notice is categorized under Prefabricated Metal Building and Component Manufacturing (NAICS 332311) and Miscellaneous Construction Materials (PSC 5680). Responses must be submitted by March 26, 2026, which represents the deadline for interested parties to provide market information. It is important to note that responses to this RFI are not binding offers and cannot be accepted by the Government to form contracts; they are strictly for evaluation and acquisition planning purposes.

This pre-solicitation notice includes no set-aside designations for small businesses or other designated groups. No information regarding potential incumbents, current contractors, award values, or budget ranges has been disclosed in this market research phase. Respondents should be aware that submission of this RFI does not guarantee placement on a prospective bidders list, receipt of a future solicitation, or notification of review results. All proprietary information submitted will be handled appropriately by the Government. Interested vendors should note that any formal solicitation announcement will be issued separately at a later date, requiring independent responses distinct from this RFI submission. Responders are responsible for all expenses associated with submitting their responses to this market research notice.
