About this opportunity

NASA Johnson Space Center's Crew and Thermal Systems Division is seeking a contractor to develop an injection mold and manufacture a prototype pressure bubble for the Exploration Extravehicular Mobility Unit (xEMU) spacesuit design. The procurement involves creating an injection-molded alternative to current manufacturing methods for the spacesuit's pressure bubble component, which requires precise dimensional specifications including a hemi-ellipsoid helmet shape with minimum wall thickness of 0.075 inches and stringent optical quality standards. NASA is particularly interested in small business participation and is requesting capabilities statements that demonstrate the ability to meet technical requirements, along with rough order of magnitude pricing and past performance references for similar manufacturing projects. The evaluation will focus on technical capability, past performance, and price under a firm fixed-price contract structure. Interested parties must submit their responses by July 1, 2025, with late submissions subject to contracting officer discretion.

This procurement does not utilize any set-aside designation and is open to all qualified businesses, though NASA specifically encourages small business participation. No incumbent contractors or current service providers are identified in the pre-solicitation notice. While specific award values or budget ranges are not disclosed, the scope includes designing and building molds, producing one flat panel sample and five pressure bubble prototypes, with comprehensive documentation and monthly status meetings required. The contract performance period is established at six months from award, during which the contractor must complete mold design presentations, feasibility assessments, prototype manufacturing, and delivery to NASA Johnson Space Center. The solicitation number 80JSC025RASPB indicates this opportunity is currently in the pre-solicitation phase, with the formal solicitation expected to follow based on industry feedback and capabilities assessment.

Notice text

NASA Johnson Space Center (JSC) Crew and Thermal Systems Division’s Space Suit and Crew Survival Systems Branch is requesting the development of an injection mold, build of a mold, and delivery of a prototype for an injection molded pressure bubble for future spacesuit designs. The development will be based on the design of the Exploration Extravehicular Mobility Unit (xEMU) spacesuit which is the government reference design. The intent of this procurement is to execute initial research and development of manufacturing the xEMU pressure bubble using an injection molded system. The objective of this contract is to execute development and manufacturing of the xEMU pressure bubble using an injection molded system. Please review the attached SOW for further information. NASA is particularly intersted in any and all small businesses that may be capable of meeting this requirement, but all interested parties are encouraged to submit a response to this notice.  A response shall include:

1. A capabilities statement indicating your company's ability to meet this requirement that includes reference material indicating your ability to meet the information stated in the SOW.

2. If able within the applicable time constraints, a very high-level ROM (ballpark is fine) (not providing a ROM will not exclude you from the capabilities assessment).

3. Any past performance references where your company has produced something similar.

All interested parties are directed to provide the requested information to the specified CO and CS found further within this advertisement by the closing date and time.  While late submissions may be considered, the CO will make a determination regarding capabilities based on the information presented within the time allowed.
