About this opportunity
The Department of Defense Education Activity awarded a 5-year, $1.837 million contract to the University of Kansas Center for Research Inc. for membership in an Alternate Assessment System Consortium providing computer-based adaptive summative and interim assessments in ELA/literacy and mathematics for students in grades 3–8 and 11 with significant cognitive disabilities, with award effective September 21, 2026.
The base period runs through August 31, 2027, with four one-year option periods extending through August 31, 2031. Place of performance spans DoDEA schools in the Americas, Europe, and Pacific regions, with approximately 8,000 students across 161 schools. The award was made as a sole-source procurement under FAR Part 12, justified on the basis that the Dynamic Learning Maps (DLM) Consortium, managed by the awardee, uniquely provides integrated interim assessments and an automated parent portal with plain-language interpretation capabilities that competing consortia cannot match. The contract requires FedRAMP Moderate Impact compliance, Section 508 accessibility, FERPA and PPRA adherence, vendor-hosted assessment management compatible with Windows 11 and Chromebooks, dedicated program management, and technical support within one business day. An estimated 2,339 online assessments will be administered across the five-year period, with assessments fully developed and ready for school year 2026–27 administration.
