About this opportunity
The Department of the Air Force Air Education and Training Command is conducting market research to identify potential sources for alteration and fitting services for United States Air Force and Space Force Basic Military Trainees and Prior Service Personnel at Joint Base San Antonio-Lackland. The procurement seeks a contractor capable of providing one-day fitting and alteration services for approximately 42,000 military personnel annually, with strict performance requirements including an 85% quality threshold for uniform modifications and processing flight groups within specified timeframes. Potential vendors must be registered in the System for Award Management (SAM) and able to handle 120-300 trainees daily, Monday through Friday, within a 6.5-hour period. Respondents are required to submit electronic responses by 1:00 pm CT on 29 April 2025, providing company details including CAGE Code, Unique Entity ID, and GSA contract information. The market research will help the government develop its acquisition strategy, statement of work, and performance specifications.
The opportunity is set aside for total small business participation under NAICS Code 811490, with a $9.0M size standard, and encourages responses from various small business certifications including women-owned, veteran-owned, and HUBZone businesses. The contract will be a fixed-price requirements type with potential task orders issued monthly, quarterly, or annually, with an estimated service start date of 22 April 2025. While no specific award value is explicitly stated, the performance work statement suggests the potential for a significant contract covering comprehensive uniform alteration services. The contractor will be responsible for providing all necessary personnel, equipment, and materials, with the government furnishing workspace, basic equipment, and utilities. Prospective vendors should be prepared to process approximately 10 military clothing items per trainee and maintain a facility with no more than three validated complaints per month.
