The Naval Air Warfare Center, Weapons Division, located in China Lake, California, is procuring Altair software through a non-competitive, sole-source acquisition. The requirement encompasses 35 units of Altair FEKO software with two additional option years, using part numbers AU-ENT-STD-Pdup and AU-ENT-STD-MNT for the option periods. This procurement is being conducted on an other than full and open competitive basis, though the agency will accept written responses from any firm believing it can fulfill the requirement. Interested parties must submit a capability statement that clearly demonstrates their experience, assets, background, and ability to perform the work while maintaining quality, accuracy, reliability, and schedule adherence. The written response submission deadline is December 29, 2025, which is five days following the notice publication date, and responses must reference solicitation number N6893626Q5053 and be directed via email to Beth Exzabe at Beth.a.exzabe.civ@us.navy.mil.
This procurement carries no set-aside designation for small businesses or other socioeconomic categories. Altair Engineering Inc., located at 1820 East Big Beaver in Troy, Michigan, is the identified sole-source contractor for this requirement, as the FEKO software is compatible with the Navy's existing antenna systems and provides consistency across organizational sites. All responsible sources must maintain active registration in the System for Award Management (SAM) database, and new registrations require submission of an original, signed notarized letter identifying the authorized Entity Administrator before activation can occur. While specific award values and budget ranges are not disclosed in this pre-solicitation notice, the contract structure includes a base year and two option years, allowing for potential contract extension and sustained software licensing support beyond the initial procurement period.
