About this opportunity
The Federal Aviation Administration Southwestern Region intends to solicit design, fabrication, and delivery of outdoor metal equipment shelters for Runway 10L at Portland International Airport (KPDX), with a screening information request due September 2, 2026. No set-aside is anticipated.
Place of performance includes the contractor's shop facility for all fabrication, equipment integration, and quality control work, with FAA open facility access required during this phase, and final delivery to Portland International Airport in Portland, Oregon.
The contractor must design and fabricate two structures: a steel Glide Slope Equipment Building (12 feet wide by 20 feet long by 9 feet interior height, factory-assembled and portable) and an ALSF-2 Equipment Building (31 feet 9 inches wide by 34 feet long by 9 feet interior height, field-assembled in two halves and divided into regulator room, engine generator room, and workshop). Both buildings are rated for 225 psf floor loading, 80 psf roof loading, and 125 mph sustained wind exposure. Structures must comply with FAA Specification FAA-C-1217, FAA Standard FAA-STD-019, and the National Electric Code. Each building requires comprehensive electrical systems, HVAC units, grounding with copper ground plates and lightning protection, LED lighting with emergency backup, hydraulic door openers, stairs, and miscellaneous equipment including fire extinguishers and workbenches. The contractor must provide a two-year warranty from Certification of Acceptance covering defects in materials, workmanship, leaks, corrosion, and design deficiencies.
Mandatory eligibility requires active SAM.gov registration with NAICS code 332312 (Fabricated Structural Metal Manufacturing) and submission of three to five past or current projects demonstrating outdoor metal equipment building experience. Applicants passing the screening evaluation receive the full specification package and detailed structural drawings.
