About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring engineering services to investigate and resolve Deficiency Reports and Test-Program-Set issues for the ALR-56C and ALR-56M Radar Warning Receiver modules used on F-15, F-16, and C-130 aircraft. The procurement will support the 408th Supply Chain Management Squadron with efforts primarily occurring at Robins Air Force Base, supplemented by limited contractor facility work as needed. Key contract requirements include investigating and correcting software and hardware anomalies, managing test verticality issues, overseeing configuration and version management, and managing technical order changes. This is a sole-source procurement under FAR 6.302-1 authority, meaning evaluation criteria are not applicable in the traditional sense, as only one responsible source has been identified. The pre-solicitation notice was posted on February 9, 2026, with a deadline for questions and comments of February 24, 2026, and the actual RFP is anticipated for release in March 2026.
This procurement carries no set-aside designation and is structured as a sole-source award to BAE Systems Integration, Inc., the incumbent contractor under follow-on contract FA8522-21-C-0005 and the original equipment manufacturer of these systems. The contract will be structured as a Firm Fixed Price agreement with one basic contract year plus four optional one-year periods, extending from September 28, 2026, through September 27, 2031, if all options are exercised. The total estimated value exceeds $750,000 but does not exceed $15 million, with contract line items covering engineering services, technical data associated with five Engineering Line Items, and reimbursable travel costs on a no-fee basis. The justification for sole-source award emphasizes that qualifying an alternative vendor would require approximately 17 years and $10 million for ALR-56C work alone, or 5 years and $2.8 million for ALR-56M work, making BAE's unique qualifications as the OEM essential to meeting agency requirements.
