About this opportunity

The Naval Air Systems Command (NAVAIR) is procuring Low Band Transmitters (LBTs) to be modified into Low Band Consolidation (LBC) Transmitters as a follow-on to current production contract N00019-23-C-0038. This procurement will implement an engineering change proposal developed under a previous contract and includes the production and delivery of sixty-five modified LBTs, spare components, and updates to eleven LBC variants, along with Government Furnished Material repairs and Non-Recurring Engineering support to address emerging threats and obsolescence. The LBC Transmitter will serve as a direct form and fit replacement within the existing ALQ-99 Tactical Jamming System pod flown on EA-18G aircraft, providing critical Airborne Electronic Attack jamming capability. This acquisition is being pursued on a sole source basis under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, justified on the grounds that award to any other source would result in unacceptable delays in fulfilling agency requirements. The pre-solicitation notice was posted on October 22, 2024, with a due date of February 28, 2025, and it is anticipated that the contract will be awarded in Quarter 1 FY26.

This procurement is not using any set-aside designation and is intended to be awarded as a Firm Fixed Price sole source contract to Cobham Advanced Electronic Solutions (CAES) Inc., the sole system designer, developer, integrator, and manufacturer. The contract will include a base award period of one year with four option years, with deliveries estimated to begin in Quarter 3 FY27 and conclude in Quarter 3 FY28. The existing LBTs will be provided to CAES as Government Furnished Material and will be modified, tested, and delivered as LBC transmitters to maximize reuse and efficiency. While specific award values are not disclosed in this pre-solicitation notice, the scope encompasses sixty-five modified transmitter units, associated spare components, updates to eleven LBC units, and engineering support activities. The procurement falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 5865 (Electronic Countermeasures and Counter-Countermeasures Equipment).

Notice text

The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) sole source contract to Cobham Advanced Electronic Solutions (CAES) Inc., 305 Richardson Road, Lansdale, PA 19446, to produce and deliver Low Band Transmitters (LBTs) to Low Band Consolidation (LBC) Transmitters, as a follow-on to current LBC production contract N00019-23-C-0038.

This procurement will implement an engineering change proposal (ECP) developed under a previous contract (N00019-16-C-0007) and includes supplies and services required for the production and delivery of sixty-five (65) modified LBTs to LBC transmitters and associated spare components, as well as updating eleven (11) -501 LBCs to -503 variant, Government Furnished Material (GFM) repairs, and Non-Recurring Engineering (NRE) supporting changes required to address emerging threats, obsolescence, and increased production.  To maximize reuse, the existing LBTs will be provided to CAES as GFM, modified, tested, and delivered as LBC transmitters.

The LBC Transmitter will be a direct form and fit replacement of the LBT in the existing ALQ-99 pod.  It is anticipated this LBC Transmitter procurement will be awarded in Quarter 1 FY26 with a base award of one (1) year, with four (4) option years.  Deliveries are estimated to begin in Quarter 3 FY27 and end Quarter 3 FY28.

The LBT and Band 4 transmitter are part of the AN/ALQ-99 Tactical Jamming System (TJS), are flown on the EA-18G aircraft, and provide vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii) (B), in which it is likely an award to any other source would result in “Unacceptable delays in fulfilling the agency’s requirements." As the sole system designer, developer, integrator, and manufacturer of the LBT, CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify the LBC Transmitter and successfully integrate into the existing LBT and AN/ALQ-99 TJS.  This contract being synopsized will be a follow on contract to sole source FY23 LBC contract # N00019-23-C-0038 .

This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
