About this opportunity
Naval Air Warfare Center Weapons Division at Point Mugu, California intends to negotiate a sole-source contract modification to Raytheon Company for engineering services on the ALQ-249 Next Generation Jammer and Advanced Electronic Warfare program, with responses due by August 24, 2026. The modification will increase level of effort by 111,597 labor hours within the current contract period at an estimated cost of $38 million. The existing Cost-Plus-Fixed-Fee contract (N6893621D0009) was awarded to Raytheon on a sole-source basis. Emerging fleet requirements triggered an unanticipated reallocation and expansion of Software Support Activity services. Under FAR 6.103-1(b), only Raytheon, as the Original Equipment Manufacturer, possesses the required expertise; transition to a non-OEM vendor would cause unacceptable fielding delays, degrade Fleet mission readiness, and jeopardize cooperative U.S. and Australian defense projects.
Interested firms may submit a written capability statement by August 24, 2026, referencing contract N6893621D0009 and demonstrating experience, assets, background, and ability to perform without compromising quality, accuracy, reliability, and schedule. Submissions must not exceed 10 pages (12-point minimum font) and must be sent as Word or PDF to Leah Ashmore at leah.b.ashmore.civ@us.navy.mil. File size must remain under 5 megabytes due to Navy Marine Corps Intranet security constraints. This notice is not a request for competitive proposals; however, submitted capability statements will be reviewed by the agency.

The proposed contract modification will increase the LOE by an estimated 111,597 labor hours within the current contract period of performance, with an estimated cost increase of $38M.
