About this opportunity

The National Library of Medicine (NLM) is seeking to procure a cloud-based Library Services Platform (LSP) and Discovery System (DS) to support its bibliographic and holdings data management, electronic resource management, and user access to biomedical information. The solution must be FedRAMP-compliant, configurable, and expandable, providing unified management of all library resources, extensive APIs, user and staff interfaces, acquisitions workflows, metadata management, fulfillment, resource sharing, reporting and analytics, and integration with NLM's existing systems. The anticipated contract is a Firm Fixed Price with a 12-month base period and four 12-month option periods. Proposals will be evaluated based on technical capability, service support, and corporate experience.

There is no set-aside designation for this procurement. The NLM plans to award this contract on a sole source basis to Ex Libris (USA) Inc., the exclusive provider of the Alma/Primo VE platform, which currently supports the NLM's library services. The anticipated contract value is not specified, but the work will be performed at the contractor's facility. The NLM is seeking responses from Ex Libris detailing their capability and experience by November 25, 2024, which may be used to support the sole source determination.
