About this opportunity

The Department of Energy's Western Area Power Administration (WAPA) intends to procure a renewal of Grid 360 software licenses from Resource Innovations, Inc. on a single source basis. Grid 360 is proprietary software that provides integrated power flow modeling solutions and supports real-time network applications within WAPA's General Electric PowerOn Energy Management System used by their IT SCADA Department. The agency plans to use commercial acquisition procedures under FAR Parts 12 and 13, with the NAICS code 513210 (Software Publishers) and a size standard of $47 million. This notice serves as a sources sought announcement rather than a competitive solicitation, allowing other responsible sources to submit bids, proposals, or quotations for consideration. The response deadline is September 8, 2025, and if no other capable sources are identified by that date, WAPA will issue a firm-fixed price purchase order to Resource Innovations on or around September 21, 2025.

This procurement does not utilize any set-aside designations and Resource Innovations, Inc. appears to be the incumbent contractor providing the current Grid 360 (formerly ModeleX) licenses. While no specific contract value is disclosed in the notice, the acquisition falls under the small business size standard of $47 million for software publishers. The base period of performance spans one year beginning September 21, 2025. The software will support WAPA's power system operations, though the specific place of performance is not explicitly stated in the solicitation notice. Interested parties must provide sufficient documentation to establish their capability to fulfill the requirement, though the government retains sole discretion in determining whether to conduct future competitive procurements based on responses received.
