About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia is seeking eligible contractors to provide V-22 Osprey Platform spare parts to support new outfitting requirements and changes to current outfitting levels. Specifically, the government intends to acquire 37 National Item Identification Numbers (NIINs) comprising various aircraft mechanical assembly components such as fittings, panels, fairings, drive shafts, housings, and door assemblies. The procurement falls under the Aircraft Manufacturing industry category (NAICS 336411) and Miscellaneous Aircraft Accessories and Components (PSC 1680). Key contract requirements include source approval, as the government intends to contract directly with Bell Boeing Joint Program Office (Cage Code 3B1R2), the Original Equipment Manufacturer (OEM) for the identified NIINs, under the authority of 10 U.S.C. 3204(a)(1) for sole-source procurement. However, all responsible sources may submit capability statements demonstrating their capacity to fulfill these requirements. The response deadline for this Pre-Solicitation Notice is December 15, 2025, which provides interested contractors 15 days from the December 1, 2025 posting date to express their interest and submit proposals. The government reserves discretion to determine whether to compete this contract based on responses received.
This procurement includes no set-aside designations. While Bell Boeing Joint Program Office is identified as the current preferred source, alternative contractors may be considered if they obtain source approval and provide compelling capability statements. The notice does not disclose an explicit award value or budget range; however, the spare parts requirements vary by component, with some items requiring 36 units and others as few as 1 unit per the NIIN listing. One or more items are subject to the Free Trade Agreements Act and World Trade Organization Government Procurement Agreement provisions. The government lacks the data necessary to perform the requirements internally, making contractor support essential. NAVSUP WSS has indicated it will not delay contract award while pursuing source approval for alternative vendors, given that the typical approval timeline would prevent timely award execution.
