About this opportunity

This pre-solicitation notice seeks proposals to establish a vendor-managed inventory system for the procurement of human cadaveric skin allograft to treat thermal burn wounds during mass casualty events. The Department of Health and Human Services (HHS), through the Biomedical Advanced Research and Development Authority (BARDA), aims to reliably supply large quantities of skin allograft for definitive burn care. Offerors must be accredited tissue banks with established supply chains and inventory management systems capable of regularly replenishing allograft. An anticipated request for proposals will be available in March 2021, with proposals due in April and contract award from July to September 2021 for an initial period of five years renewable up to ten additional years.

There is no set-aside designation. The primary NAICS code is 325414 and PSC code is H107. Current contractors were not identified. The contract value was not specified but would need to reliably supply allograft for major burn incidents. Quantity and replenishment requirements were not disclosed but the system is intended to treat mass casualties.

Notice text

The Federal Government assigns the Department of Health and Human Services (HHS) with protecting the civilian population by providing leadership in research, development, acquisition, deployment, and use of effective medical countermeasures (MCMs).

Treatment and care for burn injuries is labor intensive and influenced by the unique properties of each case, with complicating factors that include patient age, pre-existing health conditions, as well as burn wound size, depth and location. The challenges of providing definitive burn care significantly increase when delivering treatment after a mass casualty event in a resource strained environment. To mitigate some of these challenges, BARDA has collaboratively worked with the burn care community to identify areas in the delivery of care and improvements to treatment procedures. Two major areas where enhanced MCMs can provide a meaningful difference are in the triage of patients’ initial care and in a definitive burn care setting.

The objective of this solicitation is to build a reliable infrastructure for an established MCM within the definitive care paradigm that would provide burn care treatment and aid the recovery of patients during a mass casualty.
