About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking to procure one Allied Marine Crane Davit Model D5700CT for the TSV-4 Narragansett through the NAVSUP Fleet Logistics Center Norfolk. The davit system requires a steel mounting pedestal, constant tension winch, 75 feet of wire rope, and a 5,700 lbs safe working load capacity, along with an electric hydraulic power unit and stainless steel remote control console. The solicitation will be evaluated on two primary factors: Technical Certifications (Factor I) and Price (Factor II), with the government intending to award a single firm fixed-price contract to the lowest-priced technically acceptable quote. Potential vendors must submit questions by December 27, 2024, at 10:00 Eastern Time, and quotes must remain valid for 120 days after the solicitation closing. The due date for responses is January 3, 2025, with a complete technical and pricing submission required.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 336611 (Ship Building and Repairing), with a small business size standard of 1,300 employees. The place of performance is located at Fort Story, VA 23459, with the davit system intended for Carrier Strike Group FOUR. The procurement requires a substantial lead time of 13-14 months for delivery, dependent on component availability and shop workload. Technical documentation, manuals, and parts lists must be provided in both paper and digital formats, with optional technical assistance for installation and testing available through a separate purchase order. While no specific incumbent or current contractor is mentioned, the solicitation represents a specialized marine equipment procurement with specific technical requirements for a naval vessel support system.
