About this opportunity
The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, issued this Special Notice on January 6, 2026, announcing its intent to negotiate a sole-source purchase order with the Alliance for Telecommunications Industry Solutions (ATIS). This is a notice of intent only and does not constitute a formal request for quotation; no solicitation document will be issued. NIST intends to procure 2025 annual memberships from ATIS on a firm-fixed-price basis. ATIS is located at 1200 G Street NW, Suite 500, Washington, DC 20005, and maintains approved status as a Standards Organization under the NIST Standards Coordination Office. The procurement falls under NAICS code 813920 (Professional Organizations) with a small business size standard of $23.5 million.
The purchase order will provide NIST's Cybersecurity and Privacy Applications group within the Information Technology Laboratory access to annual memberships with ATIS, including participation in ATIS 3GPP, ATIS SYNC, and ATIS Next G Alliance for a twelve-month period beginning from the award effective date. NIST seeks this membership to support the development, integration, and promotion of standards, guidelines, tools, technologies, and methodologies focused on addressing critical cybersecurity and privacy needs. The acquisition is authorized under FAR Subpart 13.106(b)(1), which permits sole-source procurement from a single source. The due date for this notice is January 13, 2026. As this is a sole-source procurement, only ATIS is eligible to respond, and the arrangement is designed to facilitate NIST's continued advancement of cybersecurity risk management practices and standards.
