The Department of Agriculture Agricultural Research Service is soliciting quotations for alfalfa harvesting services through Request for Quotation (RFQ) number 1232SA26Q0119. The procurement encompasses mowing, chopping, merging, and storage harvesting services for approximately 1,550 acres of alfalfa across four annual cuttings, as well as haylage bagging services for approximately 1,000 feet. Contractors must demonstrate technical capabilities showing knowledge of the Statement of Work requirements, provide evidence of past performance with at least two similar projects completed within the last two years including specific project details and points of contact, and submit competitive pricing. Award will be made to the responsible offeror offering the best value to the Government based on these three evaluation factors. This acquisition is designated as a Total Small Business Set-Aside with a small business size standard of $13.5 million under NAICS code 115113. No incumbent contractor or current contractor names are identified in the solicitation materials. The Government intends to award a firm-fixed-price contract for a one-year base period beginning May 1, 2026 through April 30, 2027, with four option years extending through April 30, 2031 and a potential optional six-month extension through November 30, 2031, for a total contract duration not exceeding five years and six months. Pricing must be quoted on a per-acre basis for harvesting services and a per-foot basis for bagging services, with quoters required to submit pricing for all line items across all periods to be considered responsive. The place of performance is the USDA-Dairy Forage Research Farm located on 386 acres of USDA-ARS land within the Badger property in Prairie du Sac, Wisconsin.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0119 is issued as a Request for Quotation (RFQ) for Alfalfa Harvesting.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 115113  The small business size standard is $13.5 million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
