About this opportunity
The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, MD, intends to award a sole-source modification to an existing delivery order for procurement of a semi-annual status inventory report and transfer of four Government Furnished Property (GFP) tough books to maintain the H-53 Aviation Logistics Environment (ALE). The ALE system comprises the Sikorsky Ground Based Application (SGBA), Maintenance Data Interface (MDI), and Integrated Support System (ISS), collectively forming the Integrated Computing Platform (ICP) for CH-53K aircraft support. The procurement will be conducted under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1 as a sole-source acquisition because only one responsible source can satisfy the agency's requirements. The government lacks adequate license rights to the technical data package necessary for competitive procurement, making Sikorsky the only contractor with the requisite knowledge, experience, and technical data to provide the required supplies and services. Interested parties may respond by September 17, 2025, to identify their interest and capability, though this notice is not a request for competitive proposals.
This procurement opportunity does not utilize any set-aside designation and is specifically targeted at Sikorsky, A Lockheed Martin Company, located in Stratford, Connecticut. Sikorsky is identified as the designer, developer, and sole producer of the CH-53K aircraft, making them the incumbent contractor with unique engineering support experience and detailed knowledge required for this program. The contract modification involves the transfer of four GFP tough books from a prior delivery order (N00019-22-F-1203) under a previous Basic Ordering Agreement to the current delivery order (N00019-25-F-2109) under BOA N0001923G0002. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1520 for Aircraft, Rotary Wing. The notice was posted on September 2, 2025, with responses due by September 17, 2025, providing a 15-day response window for interested parties.
Notice text
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Sole-Source modification to Delivery Order (DO) N00019-25-F-2109 under Basic Ordering Agreement (BOA) N0001923G0002 to Sikorsky, A Lockheed Martin Company, 6900 Main Street, P.O. Box 9731, Stratford, CT. 06615 for the procurement of a semi-annual status inventory report as a Contract Data Requirements List (CDRL) for the Government Furnished Property (GFP). Additionally, four (4) GFP tough books will be transferred from the prior DO N00019-22-F-1203 under BOA N0001919G0029 to DO N00019-25-F-2109 under BOA N0001923G0002 to maintain the H-53 Aviation Logistics Environment (ALE). The ALE is comprised of the Sikorsky Ground Based Application (SGBA), Maintenance Data Interface (MDI), and Integrated Support System (ISS), collectively known as the Integrated Computing Platform (ICP).
The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Sikorsky is the designer, developer, and sole producer of the CH-53K® aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K® program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the technical data, unique engineering support experience, and detailed knowledge of the CH-53K® to meet the USN’s requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail, U.S. mail or facsimile to the attention of Avery Dawson or Jamie Schoemaker using the contact information provided in this synopsis.
