About this opportunity
The Western Area Power Administration (WAPA), a civilian agency within the Department of Energy, is seeking a contractor to execute the Alcova-Boysen Thermopolis-Worland Tap OPGW project, which involves comprehensive transmission line infrastructure improvements. The solicitation will be conducted through a sealed bidding process, with all responses required to be submitted exclusively via FedConnect, and email proposals explicitly prohibited. The project scope includes installing 121 miles of optical overhead ground wire on existing 115-kV transmission lines, removing existing steel overhead ground wire, installing steel angle bedrails and anti-split pole bands, implementing underground fiber optic cable infrastructure, and performing comprehensive fiber splicing and testing. While specific evaluation criteria are not detailed in the pre-solicitation notice, the contract will likely assess technical capability, infrastructure expertise, and compliance with transmission line construction standards. The opportunity is currently posted with a response deadline of August 8, 2025, providing potential bidders approximately two months to prepare their submissions.
The contract is designated as a Total Small Business set-aside, targeting smaller organizations within the Power and Communication Line and Related Structures Construction sector (NAICS 237130). The project represents a significant infrastructure enhancement initiative with complex technical requirements, involving precise engineering and telecommunications infrastructure installation. While the exact contract value is not specified in the pre-solicitation notice, the extensive 121-mile scope and multiple technical components suggest a substantial investment in transmission line modernization. The work will require specialized skills in transmission line construction, fiber optic cable installation, and telecommunications infrastructure integration. Contractors interested in this opportunity will need to demonstrate comprehensive capabilities in electrical infrastructure development, precise technical implementation, and adherence to stringent federal construction standards.
